Building a Family

For many people, their families are not complete until they have a child. However, thousands of children lack the stable and loving families that many children take for granted. These children can find the family they always hoped for through adoption agencies and independent adoptions. Adoption agencies are licensed by the Social Service Administration of the Maryland Department of Human Resources, and an adoption through an adoption agency is a two-part process: to begin with, the adopted agency terminates the right of the birth parents by obtaining a guardianship order from the Court, and once the agency has found an adoptive parent(s) for the child, the adoptive parent(s) file a petition for adoption. In an independent adoption, the adoptive parent(s) files a petition for adoption and either obtains written consent from the living birth parents or provides them with notice of the proceeding in compliance with the Maryland adoption statutes.
